An Act Prohibiting The Administration Of Experimental
Drugs And Vaccines To Members Of The Connecticut Militia.
Be it enacted by the Senate and House of Representatives in
General Assembly convened:
(NEW) The Adjutant General shall prohibit the administration
of any drug or vaccine to any member of the organized militia,
Connecticut State Guard or naval militia who is not in the
service of the United States, unless such drug or vaccine is (1)
licensed by the federal Food and Drug Administration for its
intended purpose, (2) used in accordance with instructions for
use approved by the federal Food and Drug Administration, and (3)
has been proven to be both safe and efficacious in clinical tests
on human beings. Notwithstanding the provisions of this section,
a member of the organized militia, Connecticut State Guard or
naval militia may give informed consent to take a drug or vaccine
that does not meet these standards.
