Background

NO ABUSE was established out of concern that the Department of Defense (DoD) mandatory anthrax vaccine policy represents another episode in the military's legacy of questionable and often harmful medical practices. Responding to these concerns, the National Security and Veterans Affairs Subcommittee of the House Committee on Government Reform, under the leadership of Rep. Christopher Shays (R-CT), held six hearings in 1999 and has since released a report recommending suspension of the anthrax vaccine policy. Many of the servicemembers’ relatives, medical, legal, and policy experts who assisted the research by the House Committee on Government Reform determined it was necessary to create a formal organization to address the anthrax vaccine policy, the planned DoD Joint Vaccine Acquisition Program (JVAP) and other related matters on a long-term, proactive basis. NO ABUSE is the result of their efforts.

NO ABUSE is associated with the National Institute for Science, Law, and Public Policy (NISLAPP), 1400 16th Street NW, Washington, D. C. 20036, a 501c(3) tax-exempt organization. Neither organization is associated with or endorsed by the U.S. Congress. During 2000, NO ABUSE charter memberships are available for $100. Donations are tax deductible. Any other amounts are also welcome and contributors will be kept informed of NO ABUSE events via email.

Statement of Purposes

- To address Department of Defense (DoD) medical/health policies and programs which potentially entail risks to American citizens serving in a military capacity

- To assist individual service members and their families with knowledge in working with their chain of command, DOD individuals, and other government agencies to resolve medical/health problems

- To conduct research, seminars, and planning sessions on military health issues and service member health concerns

- To work with military and civilian experts in remedying problems with DOD health policies

- To offer memberships which allow service members, relatives and others the opportunity to communicate expectations about fairness, integrity and justice in DOD health issues

Board of Directors

Redmond H. Handy is the NO ABUSE President and CEO. He is a former Air Force Reserve Colonel who retired in protest of the Department of Defense mandatory anthrax vaccine policy and testified against it before two Congressional committees. He is assisted by other directors who have extensive military, government, and legal experience.
