The following story is contributed by the parents of Daniel Boylan, former
3rd Class Petty Officer, U.S. Navy, and graduate, Nuclear Powe School,
Orland; and Brian Boylan, former Ensign, U.S. Navy, and Graduate, OCS,
Pensacola.
Dan enlisted in the Navy before he graduated high school in 1996. He
finished basic training in November that year, and entered the nuclear
program at Orlando, Fl. early in 1997. From there he went on to a nuclear
power plant in upstate New York, where he finished training and then was
assigned to duty on the USS Eisenhower out of Norfolk, Va. They were in
the Persian Gulf when told they would have to take the anthrax vaccine, in late
Sept. 1998. He asked us (his parents) for any information we could find,
and eventually made the decision to refuse. He was demoted from nuclear duties to kitchen
work, reduced in rank and pay, and restricted to ship for 60 days, through
the holidays in 1998. Finally, in March 1999, he was discharged - general
under honorable conditions.
Brian had applied for OCS the summer before his senior year at St. John's
University, Mn. He was accepted, subject to graduation in June 1998, and
eagerly looked forward to entering Navy OCS, which he did in Sept. 1998,
just prior to all the anthrax problems erupting with his brother. He
graduated from OCS in Pensacola, Fl. in Dec. 1998, and went on to supply
school in Athens, Ga. the following year. He was assigned to a ship out of
Guam. No mention was made of anthrax vaccine until he was on board the
ship.
He refused, and was quickly sent back to San Diego, where he was given
Article 15, and remained until discharge in May 2000. He also received
general under honorable conditions.
