Major Russell Dingle and Major Thomas L. Rempfer, both of the Connecticut Air National Guard, were the pilot members of Tiger Team "Alpha," an investigative team formed by their Commander in September of 1998 to convey Servicemembers' concerns about the anthrax vaccine to the chain of command. The officers were forced to resign from their pilot positions in 1999 after the chain of command was either unable or unwilling to address the safety, efficacy, necessity and legality issues raised by the investigation.
