Introduction to the Anthrax Vaccine Network

The Anthrax Vaccine Network was a nationwide organization comprised of active-duty troops, veterans, their family members, aligned veterans' organizations, various health organizations, physicians, attorneys, and others affected by the military's mandatory anthrax vaccine program.

To ensure that the valuable resource the AVN has built on the web continues to be available to the public, this web site will be hosted in the future by the National Gulf War Resource Center, Inc. We salute the incredible contributions of the AVN to the future of servicemembers and veterans.

The Mission of AVN is to:
1) Be politically active and involved in a number of issues related to the AVIP, including educating members of Congress and persuading Congress, the FDA, and the CDC about the dangers of this vaccine;
2) More thoroughly educate the American public about the program and to encourage more political involvement;
3) Effect a fundamental change in policy and implemented procedure at the Pentagon concerning any medical experimentation of any nature whatsoever, and any proposed or ongoing vaccine program of any kind, in response to new laws passed by Congress, including overturning the Feres Doctrine;
4) Obtain adequate and full medical care for those who are ill due to the vaccine
5) Clear the legal records of all those who have refused the vaccine and been court-martialed and dismissed from the service under less than honorable conditions.

AVN existed to put sick troops and vets in touch with each other for help and support; and serves as a referral "switchboard" for those needing to be put in touch with legal and medical experts.

Former Board of Directors

Officers of the Anthrax Vaccine Network were:

  • President: Kathy Hubbell, Missoula, Montana. Kathy is a military parent, and runs a public relations consulting firm.
  • Vice-President: Sonnie Bates, Ellendale, Delaware. Former Major Sonnie Bates refused the anthrax vaccine and summarily resigned his commission in the Air Force.
  • Secretary: Gloria Graham, Sugar Grove, Pennsylvania. Gloria is the mother of former Airman Tom Colosimo, severely ill with "anthrax intoxication;" Tom is now a civilian with 100% disability rating.
  • Treasurer: Nancy Rugo, Spokane, Washington. Nancy is the sister of the late Army Spc. Sandra Larson, who died of aplastic anemia after receiving her 6th shot.


    The ethical, moral and intellectual standards of the Anthrax Vaccine Network are as follows:

    1. To deal only in substantiated, well-researched, validated information;

    2. To play a clean game, never dealing in slander, libel, or misrepresentation of any kind;

    3. To immediately disclose any conflicts of interest by any members;

    4. To provide other members support, encouragement and information as necessary in order to carry out the Mission of the Anthrax Vaccine Network;

    5. To deal only in the truth, and to treat all members of the media fairly with information that is substantiated, accurate and fair;

    6. To deal only in non-violent methods to effect change in the laws of the United States, the policies of the Pentagon, and the education of the American public.
